Definitive Phase
From 2026 onwards: Importers must purchase and surrender CBAM certificates for embedded emissions.

It is an EU regulation that imposes a carbon cost on imports of specific carbon-intensive goods to align them with the EU’s climate ambitions and prevent carbon leakage.
It is currently in its transitional phase (2023–2025). From 2026 onwards, importers will pay for carbon certificates based on reported embedded emissions.
Reports are submitted quarterly on the EU portal, including emissions per product and country of origin. Non-compliance can result in penalties.
From 2026, importers must purchase carbon certificates priced according to the EU ETS carbon price, which currently fluctuates around €80–€100/ton CO₂e.
